The nature of employment is important when looking at allowable child care hours. When the nature of the employment does not create a child care need, care cannot be covered. This can be very clear when the caretaker is providing child care in a home. Other types of employment, such as property management and some self-employment, may not have allowable hours when the job duties do not make it necessary to have child care in order to perform their job duties.
Examples: Employment Nature Allowable Need? Property Management 1 - minimal duties. Parent works from their apartment answering phone calls, collecting rent checks and delivering notices. During the interview the worker determines and narrates that they are able to watch their children while performing these job duties with minimal impact. OAR 4 a. The parent is a child care provider by nature and there is no child care need.
OAR 4 b. Parent is offered a job as a nanny, but is told that she cannot bring her child with her. She applies for child care to cover the time she is completing her work as a nanny. Even though a condition of employment is that she cannot supervise her own child, the parent is a child care provider by nature. There are no allowable child care hours.
All of the children are in one classroom, including his child. Though he is supervising his own child, he would not be able to have his child at the home without the child being counted in child ratios.
His child care hours are allowed because he is working for a Certified Family child care home. This would also be allowed if the provider was a child care center. Their child care hours are not allowable because they are working for a provider in a home that is not Certified.
OAR 4 c. DHS will not help pay for child care hours when free care is available, such as during school hours for school age children who are able to attend school. DHS cannot help pay for school tuition or care for a child in homeschool during the school hours of the local public school.
Example: Paige is school aged and her sister is in preschool. The child care provider transports Paige to school at a. The provider cannot bill for the hours that Paige is at school. Example: Katheryn is going into kindergarten this fall.
DHS cannot pay for the kindergarten tuition. Since before and after school care is included in the cost of tuition, there is no remaining cost that DHS can cover. Example: Morgan is applying for child care. She works during the day and reports homeschooling her child in the evenings and weekends. She is asking for full-time child care for her school-aged child. The worker explains to Morgan that DHS cannot pay for child care during hour when free care is available. This includes school hours for a school-aged child.

This allows Morgan to have child care during school breaks, closures and when the child is unable to attend school example: illness. It is important for Morgan to understand the appropriate use of child care. When full-time hours are billed for a school-aged child, the case is flagged in a School Age Report and the payment is reviewed. If Morgan signs a billing form authorizing payment for school hours, she is liable for the overpayment.
